Blended mobility schemes offer a flexible and modern approach to vocational education and training (VET), combining online and in-person learning. They address key needs across apprenticeship programs by expanding access, improving flexibility, and enhancing international collaboration.

However, as highlighted by CEDEFOP in its 2022 report, “The Future of VET Mobility in Europe – Challenges and Opportunities” (link), most VET stakeholders lack experience with blended mobility and face significant implementation challenges. These include:

  • Limited understanding of blended learning design

  • Lack of resources for developing online content aligned with VET standards

  • Difficulties ensuring quality and consistency across digital and physical learning components

Based on CEDEFOP’s findings and additional research, the main needs of each stakeholder group are as follows:

VET Providers

  • Training on blended mobility planning and implementation

  • Support for developing digital content and integrating it into existing curricula

  • Tools for assessment, quality assurance, and staff upskilling.

Companies

  • Guidance on supervising remote apprentices
  • Frameworks for combining in-person and online training with minimal disruption
  • Support in cultural integration and onboarding of international apprentices.

    Intermediary Organizations

    • Coordination tools for managing blended mobility logistics

    • Monitoring systems for supporting apprentices and host companies

    • A strong network of partners to ensure quality training across countries

    Apprentices

    • Access to engaging, high-quality online training

    • Language support and cultural orientation

    • A seamless experience between virtual and on-site learning

    Policymakers

    • Data-driven tools for policy design and monitoring

    • Guidelines for ensuring quality and alignment with EU VET goals

    • Support for the recognition of qualifications across borders

      Project Objectives

      • Develop practical frameworks to enhance the transparency, quality, and integration of blended apprenticeship mobility across Europe, including support tools for companies, apprentice integration, and the creation of Mobility Coordination Offices.

      • Strengthen the capacity of VET providers, intermediary organizations, and companies by delivering training to 415 stakeholders, organizing blended mobility for at least 20 apprentices, hosting networking events, and establishing 6 new Mobility Coordination Offices.

      • Inform and influence policy at local, national, and European levels by involving policymakers, presenting results at key events, sharing policy recommendations, and organizing online conferences to promote sustainable adoption of blended mobility practices.
